Do you think that teachers and public school administrators might have a bias against home schooling since federal money is allotted according to the number of student’s attendance?

Precisely. The more they lose control over the nation’s children, the less money they can get for their programs and the bigger the possibility that there will actually be a remnant of children who will stand up against the secularization of American society.
For the court to ask the teacher’s union to provide an opinion on homeschooling is like asking Richard Dawkins to provide his opinion on whether Christianity needs to be allowed to continue (and then basing the courts decision on that opinion as if it is the only qualified expert opinion available).
